Decretase un gasto público de cuatro mil setecientos millones de pesos ($ 4.700'000.000) para ser incluidos en el Presupuesto de 1985, como aportes para el Fomento a empresas útiles y benéficas de desarrollo regional, de conformidad con las Leyes 11 de 1967, 25 de 1977 y 30 de 1978.
