Cuando se trate de cubrir vacantes transitorias, licencias, comisiones, suspensión del cargo y suspensión provisional, la autoridad nominadora podrá vincular o autorizar el servicio por el sistema de hora-cátedra o por horas extras, sin sujeción a los límites establecidos en los artículos 4° y 7° de este Decreto. Igualmente, el Ministerio de Educación Nacional, podrá autorizar al nominador para vincular personal por el sistema de hora-cátedra o autorizar el servicio por horas extras, por encima de los límites establecidos en este Decreto, en los casos previstos en el inciso anterior.
