Restablécese la Comandancia en Jefe del Ejército, con las amplias autorizaciones y prerrogativas que antes tuvo. Dicha Comandancia en Jefe, que será la oficina militar más alta, residirá en la capital de la República y funcionará con el siguiente personal: Un General Comandante en Jefe; Un General primer Ayudante general; Un Coronel primer Ayudante general; Un Ayudante general Secretario; Dos Adjuntos, Capitanes ó Tenientes; y Dos Ordenanzas, Cabos primeros.
