º. El Gobierno Nacional incluirá en el Presupuesto Nacional de la próxima y las siguientes vigencias, las partidas necesarias para el cumplimiento de esta Ley y también se le faculta para hacer traslados, abrir créditos, hacer o autorizar empréstitos, adjustándose a los planes y programas que proyecte y a los programas que pueda presentarle la Oficina de Planeación y del Cauca, tendientes todos ellos a dotar a Popayán de las obras aludidas y las que el Gobierno considere indispensables para el progreso y desarrollo económico y social de la histórica ciudad.
