Las sumas de que trata el artículo anterior, serán incluídas en el Presupuesto de gastos de la vigencia venidera, y si así no se hiciere, queda facultado el Gobierno para abrir los créditos correspondientes, sin sujeción a las disposiciones legales sobre la materia.
