En su condición rectora y orientadora del sector y del Sistema Nacional de Transporte, le corresponde al Gobierno Nacional a través del Ministerio de Transporte formular la política y fijar los criterios a tener en cuenta para la directa, entrada o libre fijación de las tarifas en cada uno de los Modos de transporte.
