Igualdad de condiciones en las licitaciones . Cuando exista posición dominante en la prestación del servicio de aseo o en el suministro de bienes básicos para la prestación del mismo, la comisión de regulación de agua potable y saneamiento básico podrá exigir los procedimientos más adecuados que estimulen la igualdad de condiciones para los oferentes.
