El nombramiento de Comandante Superior del Cuerpo de Custodia y Vigilancia Penitenciaria Nacional, recaerá en uno de los Oficiales con grado de Mayor, que habiendo cumplido el tiempo mínimo de servicio de que trata el artículo 22 y aprobado el curso respectivo, hubieran obtenido los más altos puntajes.
