Los cuatro primeros días de cada mes pasarán revista de comisario los Cuerpos del Ejército. Intervendrán en ellas, como Comisario de las fuerzas que hacen las guarnición de Bogotá, el Jefe de la Sección de Contabilidad del Ministerio de Guerra. En los demás lugares el Administrador principal ó subalterno de Hacienda nacional, y en su defecto, la primera autoridad política.
