El auxilio a que se refiere el artículo anterior, será incluido en el Presupuesto de la próxima vigencia, y en caso de que así no se hiciere, el Gobierno queda facultado para abrir los créditos adicionales y hacer los traslados presupuestales para el cumplimiento de la presente Ley.
