La Nación sostendrá en los Municipios a que hacen referencia los artículo anteriores, sendas escuelas con los nombres de "José María Hernández" "Cándido Leguísamo" y "Juan Solarte Obando" donde se dará enseñanza primaria y complementaria. La enseñanza complementaria se organizará para el aprendizaje de aquellas artes manuales que se juzguen más convenientes al desarrollo de la economía de la respectiva región.
