Para dar cumplimiento a esta Ley se faculta al Gobierno para destinar hasta cinco por ciento (5 por 100) de los derechos consulares, y cuando la situación del Fisco lo permita, esta cuota podrá elevarse hasta el diez por ciento (10 por 100).
