Respecto de todos los bultos de mercaderías declaradas libres de derechos de importacion se procederá estrictamente de acuerdo con el artículo 111 del Código Fiscal, que prescribe que sean abiertos "uno por uno, cuando vengan empacados de manera que su contenido no se vea clara i distintamente."
