Las erogaciones que se originen por el cumplimiento de esta Ley se tomaran de la partida apropiada para los gastos de limpia, mejora, estudios, conservación y arreglo del río Magdalena, y si esto no fuera conveniente, queda autorizado el Gobierno para abrir los créditos administrativos que estime necesarios.
