Art. 2.° Las disposiciones que por falta de leyes dicte el Gobierno para el Departamento de Panamá, se limitarán, por ahora, al ramo Fiscal y de Hacienda, el que se reglamentará oportunamente. Entre tanto se considerarán vigentes en el Departamento las rentas, contribuciones y gastos establecidos por leyes nacionales ó seccionales ó por actos gubernativos, hasta la fecha del presente decreto, que no hayan sido ó sean improbados ó reformados por el Gobierno.
