En todo caso la adjudicación de la concesión para la prestación de los Servicios de Comunicación Personal, PCS, se hará previo el trámite del procedimiento de subasta ordenado por la Ley 555 de 2000 y, por ende, no podrá el Ministerio de Comunicaciones declarar urgencia evidente a fin de prescindir de la licitación pública correspondiente.
