Artículo quinto. En cumplimiento de los anteriores mandatos, el Ministerio de Defensa, el Instituto Colombiano de Cultura (Colcultura) y el Instituto Colombiano de Construcciones Escolares (ICCE), efectuarán los estudios de factibilidad y adelantarán la obra y la dotarán para beneficio de las nuevas generaciones.
