°. Declárese la existencia de una situación de Desastre Municipal en el municipio de Tumaco -departamento de Nariño-.

Parágrafo

Corresponde en primera instancia al Alcalde atender dicha situación de acuerdo a lo que prevé el numeral 3 del artículo 61 del Decreto 919 de 1989 y el nivel departamental y nacional actuará como apoyo complementario y subsidiario a los esfuerzos locales, cuando la magnitud de las tareas supere su capacidad o cuando la situación trasciende su ámbito.
