Prohíbase dar a los manifiestos un curso diverso del que se ha determinado en los artículos anteriores, y entregar encomiendas sin que se hayan llenado los requisitos expresados. Esta última prohibición no es aplicable en el caso previsto en el artículo 3º. del Decreto número 1032 antes citado.
