Artículo primero. Autorizar a la Corporación Autónoma Regional del Cauca -CVC-, a participar en calidad de socia de una empresa industrial y comercial del Estado organizada como .Sociedad Anónima del orden departamental que tendrá la rasión social de "Promotora de Transporte Masivo S.A." Protrans S. A., cuyo objeto Social principal será efectuar todos los estudios y ejecutar todas las acciones necesarias para implantar sistemas de transporte masivo en Cali, su área metropolitana y el Valle del Cauca.
