Si en cualquiera de las vigencias fiscales no se incluyeren las partidas señaladas en el artículo anterior, queda autorizado el Gobierno para celebrar las operaciones financieras adecuadas con el fin de arbitrar las sumas allí fijadas y para abrir los créditos extraordinarios requeridos para el mismo fin, sin perjuicio de lo dispuesto en el artículo 17 de la Ley 35 de 1944 , en cuanto prohíbe trasladar o contra acreditar auxilios regionales.
