Art. 1º Autorízase al Gobierno para conceder, por medio de contratos, que no necesitan ulterior aprobación del Congreso, y previo dictamen favorable del Consejo de Estado, a las empresas industriales que fueren nuevas en el país y que por su seriedad é importancia merezcan apoyo transitorio, exenciones de derechos de importación, hasta por el término de cinco años para la introducción de la maquinaria.
