Facúltase al Gobierno para que si lo creyere conveniente, nombre una Comisión de ingenieros y demás personal necesario para obtener los datos meteorológicos, y hacer los estudios de las corrientes marítimas y demás datos requeridos para allá acertad solución del problema de defensa y arreglo del puerto de Tumaco, así como también para que pueda fijar las asignaciones que el cumplimiento de esta Ley requiera.
