Cuando para la provisión de cargos, nombramientos, ascensos concurran uno o más aspirantes, se dará preferencia a aquel que de acuerdo con las calidades establecidas posea la mayor calificación. En igualdad de condiciones tendrá prioridad el personal que esté trabajando en la Institución o en las Fuerzas Militares.
