Efectuada la valoración de que trata el artículo anterior, el Ministerio de Gobierno elaborará las actas que contengan el nombre o los nombres de aquellas personas que, a su juicio, puedan solicitar el beneficio de indulto. Cualquier modificación deberá constar en un acta adicional.
