° Todos los individuos que soliciten pension conforme a las disposiciones citadas, elevarán un memorial a la Secretaría respectiva, en la cual espresen de una manera precisa, clara i detallada, los servicios, derechos i fundamentos que tengan para pedir la pension. A este memorial acompañarán un espediente que contenga tres declaraciones contéstes de testigos abonados, con las cuales se compruebe plenamente que el reclamante tiene necesidad de la pension por carecer de medios suficientes para atender a su subsistencia.
