Artículo tercero. Los nombramientos del personal que figuran en el artículo primero de este Decreto, serán hechos por el Ministerio de Higiene. El Director del organismo será el representante del Ministerio de Higiene ante las autoridades comisariales para lo relacionado con su cargo.
