Art. 7°. Cuando un particular o empleado de los que no tienen franquicia, reciban un telegrama dirigido por algún empleado o autoridad comprendidos en el presente decreto, en que se pida un informe o dato oficial referente al servicio público, la respuesta, que deber ser lacónica, será transmitida libre de porte.
