No podrá otorgarse concesiones o rebajas especiales, ni ampliar los plazos para cumplir inversiones forzosas que afecten el producto de cualquier renta o ingreso aforado en el Presupuesto, aun cuando exista autorización para hacerlo. Quien las conceda será responsable por tales valores ante la Contraloría General de la República.
