° Se entiende por empleo el conjunto de deberes, atribuciones y responsabilidades establecidas por la Constitución, la ley, los reglamentos o asignados por autoridad competente, para satisfacer necesidades permanentes propias del servicio público a cargo de la Registraduría Nacional del Estado Civil, y deben ser atendidas por una persona natural. Todos los empleos de la Registraduría Nacional del Estado Civil deben estar comprendidos en su Planta de Personal.
