Los Secretarios de la Presidencia, para el cumplimiento de las funciones que corresponden a sus respectivas unidades, serán Jefes inmediatos de las dependencias puestas bajo su cuidado. Les corresponde, por tanto, la dirección, coordinación y control del personal que en ellas trabaje y la responsabilidad por la ejecución de las funciones encomendadas a la respectiva unidad orgánica.
