Artículo veintiuno. El Jefe de la Sección de Justicia de las Gobernaciones de los Departamentos será escogido por el respectivo Tribunal Superior de Distrito Judicial, de una lista de cinco nombres que le presente el Gobernador del Departamento. Para ser Jefe de la Sección de Justicia Departamental se requiere ser abogado titulado y, además, haber desempeñado el cargo de Juez de Circuito o del Trabajo, o cualquier otro cargo de la Rama Jurisdiccional o del Ministerio Público de igual o superior categoría, durante un lapso mínimo de dos (2) años, o haber ejercido la profesión de abogado con notorio buen crédito durante el lapso de cuatro (4) años.
