El Fondo Económico de Modernización de fronteras, estará a cargo del Departamento Administrativo de la Presidencia de la República, el cual podrá delegar en el Consejero Presidencial de Fronteras la competencia para celebrar contratos y la ordenación del gasto, de acuerdo con la normatividad vigente.
