° . Con el objeto de acelerar la construcción y mejoramiento de los servicios de que trata el literal a) del artículo 1° de este Decreto, el Municipio de Barrancabermeja podrá contratar con la Empresa Colombiana de Petróleos la construcción y financiamiento de dichas obras, con base en las partidas que Ecopetrol debe girarle de acuerdo con el artículo 2° de la Ley 13 de 1968, y sin perjuicio de la colaboración financiera que el Instituto Nacional de Fomento Municipal está obligado a prestar para obras de esta naturaleza.
