Cuando exista apropiación presupuestal en el servicio de la deuda pública podrán efectuarse anticipos en el pago de los contratos de empréstito. Igualmente podrá atenderse con cargo a la vigencia en curso las del servicio de la deuda pública correspondiente al mes de enero del año 2003.
