Ámbito de aplicación. Las disposiciones del presente título se aplican a las entidades territoriales, a las Empresas Industriales y Comerciales del Estado de cualquier orden, Sociedades de Capital Público Departamental y demás personas jurídicas, que de conformidad con lo dispuesto en la Ley 643 del 2001 exploten, administren u operen el juego de apuestas permanentes o chance al que se refiere el Capítulo IV de la Ley 643 del 2001.
