Los individuos ó Compañía que se crean con derecho á la recompensa ofrecida en el artículo 1. ° de lá ley 66 de 1884, deberán comprobar ante el Secretario de Fomento, con documentos fehacientes: 1.° Que el producto fué descubierto por primera vez y á costa del peticionario; 2.° Que el producto es valioso; 3.° Que los terrenos donde se descubrió son baldíos.
