Art. 4º. Igualmente queda autorizado el mismo Ministerio para reglamentar y dar cumplida ejecución al presente Decreto Legislativo; y para que las disposiciones que en su desarrollo se dicten, lleven mayores probabilidades de acierto, ser oirá previamente el dictamen de la Junta General de Beneficencia.
