Modificar el numeral 7 del artículo 14 del Decreto 4299 de 2005, el cual que-dará así: "7. Demostrar que en la planta o plantas de abastecimiento que tiene a su cargo ha realizado despachos, mediante contratos o acuerdos comerciales, de combustibles líquidos derivados del petróleo en volúmenes superiores a dos millones seiscientos mil (2.600.000) galones al mes, de los cuales el setenta por ciento (70%) como mínimo debe corresponder a despachos realizados a distribuidores minoristas a través de estaciones de servicio automotriz y/o fluvial que cuenten con su marca".
