Decreto 4051 de 1949 · por la cual se provee a la financiación y al aumento de capital del Instituto de Crédito Territorial, se modifica la Ley 85 de 1946, se fomenta la Empresa Siderúrgica Nacional de Paz de Río, se propende al desarrollo de las construcciones y se dictan otras disposiciones.
