Art. 3° Facultase al Gobierno para dictar las medidas que juzgue necesarias a fin de reasumir, sin pérdida de tiempo, el servicio de la deuda publica interior, introduciendo al efecto en el Presupuesto de Gastos transitorio la partida que en su concepto pueda ser destinada al expresado servicio.
