º . El numeral 2º del artículo 3º del Decreto 2670 de 2000, modificado por el artículo 2º del Decreto 1163 de 2001, quedará así: "2. Inscripción y franja de tasa de interés. Los establecimientos de crédito podrán inscribir en el Frech hasta el 31 de diciembre de 2002 su cartera registrada al 31 de diciembre de 2000, total o parcialmente, de acuerdo con los siguientes criterios: "a) A un monto hasta del cuarenta por ciento (40%) de la totalidad de la cartera hipotecaria de cada establecimiento de crédito, registrada al 31 de diciembre de 2000, le será aplicable la franja fija de tasa de interés real anualizada entre 4,9 y 7,5%; "b) Al restante sesenta por ciento (60%) de la totalidad de la cartera hipotecaria de cada establecimiento de crédito, registrada al 31 de diciembre de 2000, le será aplicable una franja fija de tasa de interés real anualizada entre 5,9 y 7,5%."
