º . Una vez se instale la Comisión, el Coordinador de la misma será designado por los expertos indicados en el artículo 2º de este Decreto. La Comisión funcionará conforme al reglamento de trabajo que ella misma adopte de acuerdo a los términos de referencia preparados para el efecto por el Departamento Nacional de Planeación con la participación de representantes de las comunidades negras.
