Créase el Fondo de Solidaridad de Fomento al Empleo y Protección al Cesante (Fosfec), el cual será administrado por las Cajas de Compensación Familiar y cuyo objeto será financiar el Mecanismo de Protección al Cesante y las acciones que de este se desprendan con el fin de proteger de los riesgos producidos por las fluctuaciones en los ingresos, que en periodos de desempleo, enfrentan los trabajadores y que facilite la adecuada reinserción de los desempleados en el mercado laboral.
