La Nación seguirá cumpliendo el contrato que la Junta Administradora de las Empresas Públicas de Cartagena, a virtud de la delegación que le fue hecha por medio del Decreto número 2521 de 19 de septiembre de 1955 celebró con las firmas "Olarte, Ospina, arias & Payán Ltda.". (OLAP) y "Construcciones del Caribe Limitada", de fecha 12 de septiembre de 1956, sobre construcción de la primera etapa del alcantarillado sanitario y pluvial de Cartagena.
