El Gobierno queda ampliamente autorizado para abrir créditos y verificar traslaciones dentro del Presupuesto Nacional, para apropiar las partidas decretadas por medio de la presente Ley, como también para verificar operaciones de crédito y comprometer la responsabilidad de la Nación, sea ante los bancos o mediante documento de crédito expedido a favor del Colegio con el fin de hacer efectiva la cooperación económica de que trata este mandato legal.
