Invistese de facultades extraordinarias al señor Presidente de la República hasta veinte días después de la fecha en que sea sancionada la presente Ley, con el fin de que ponga inmediatamente en vigor la clausula del ordinal sexto del Modus Vivendi, firmado por Colombia y Venezuela.
