La contravención prevista en el numeral once (11) del artículo 1º de la Ley veintitrés (23) de 1991, será de competencia de los jueces promiscuos y penales municipales, aun cuando se presenten las circunstancias específicas de agravación punitiva previstas en el artículo 351 del Código Penal, caso en el cual la pena se incrementará en la proporción allí señalada.
