Art. 49. Para determinar el número de miembros del Concejo municipal se observará la regla siguiente: los Distritos municipales que no alcancen a cinco mil habitantes elegirán cinco; los que pasen de cinco mil hasta diez mil elegirán siete; los de diez mil a veinte mil habitantes, nueve; los de veinte mil a cincuenta mil, once; y los de más de cincuenta mil, trece.
