Cuando la Aduana reciba el ejemplar de la factura certificada que debe remitir el Agente Consular, y no la haya recibido el consignatario de las mercancías, a petición verbal o por escrito de éste, el Administrador le dará una copia de ella, para que forme el respectivo manifiesto. Esta copia reemplazará de manera definitiva el original que debió presentar el consignatario, quien, además, de pagar los gastos que ocasione la copia de la factura, deberá agregarle una estampilla de un peso oro.
